The Texas Legislature enacted a law on June 18 to create the Veale Ranch Municipal Management District No. 1 and authorized it to collect certain taxes for property tax purposes. The law was passed without the consent of the executive. The law includes measures: 1) Authorization of the district to levy business and maintenance taxes, assessments and to levy direct value tax on an annual basis; 2) Authorize the district board of directors to set the rate of business and maintenance tax up to a rate approved by voters in an election; and 3) stipulating that direct value tax is unlimited with respect to the rate …
